The Commission's proposals, which were published in September 2013, aim to create more opportunities for cross-border digital services, introduce better consumer protections and align Member States' communications regulations more closely. All this is intended to stimulate competition and spur improvements in Europe's communications infrastructure.
At the recent European Council meeting on 24-25 October 2013, European leaders called for the "timely adoption" of the Connected Continent plan, and it is the Commission's intention to pass legislation before European Parliament elections in May 2014.
In the meantime, the proposals must address particular concerns that have been raised by telecoms companies, regulators and advocates for net neutrality. These concerns, which include net neutrality, roaming revenues and the role of national regulators, are explained in the enclosed video.
